Seprona, the wing of the Guardia Civil that looks after environmental matters, has charged 72 people in Pozo Alcón, Jaén, with offences relating to the construction of houses on rural land.
In many cases, the only permitted construction was a shed, but houses were built instead. Amongst those charged are 50 owners of illegally built houses, 3 architects, 8 builders for constructing houses without a licence, 10 technical directors and the former Mayor of Pozo Alcón, Carmen Escudero.
The former Mayor was charged as being the person responsible for overseeing legality in urban development at the time.
