A new twist in the perennial Nerja sewage plant project, which has been in the planning for over forty years, came as the Andalucian Water Agency proposed building the plant in stages so as to at least get it started, in some form, this year.
The idea is to get the early, preliminary stages of the project underway while the Ministry of Environment iron out the technical problems still remaining.
Until the project actually goes out to tender and work starts, it is likely to remain a subject for political confrontation.
