Over 165,000 disabled people in Andalucia live in buildings without lifts

In Andalucia, more than 165,000 people who suffer from some sort of disability live in buildings without a lift, one of a number of points made by the Ombudsman, José Chamizo, in a report to parliament.

José Chamizo said that much was being done to remedy the situation through grants from the authorities but there was still much more to be done.

The Ombudsman added that it is unconstitutional for a person to feel a prisoner in their own home by having no means to access it and he has set out a series of recommendations, such as changing the horizontal property law so that a resident is entitled to demand the removal of architectural barriers in the home without requiring the vote of a majority of the owners.
