According to a report by the Andalucía, Ceuta and Melilla State Tax Agency, around 40% of contraband tobacco seized in Spain comes into Andalucia and originates from Gibraltar.
The amount of tobacco seized has risen by 9.4% since 2010 and in 2013, the smuggled tobacco amounted to 4.2 million packets.
The sale of tobacco is the main souce of income for the Gibraltar Government, accounting for one-third of its budget at around €500 million. By comparison, sales of tobacco in Spain raise around €9,000 million but it only accounts for 0.7% of the state budget.
