The major problem with having staggered elections – municipal in May 2011, General Election in November 2011 and Andalucia regional in March 2012 – is that we have to put up with a solid year of electioneering, regular false promises (sewage works, marina etc etc) as the politicians spend more time trying to get votes and save their own rear ends rather than getting on with the things that really matter.
There seems to be plenty of money about for new municipal offices and buildings, state of the art stadiums in just about every mountain village, uneconomical underground car parks that close after a short period…the list goes on…but not for something that affects health, namely a sewage plant. Or a health centre…or a fire station.
