Illegal immigrants and the padrón

Following a request for clarification by the City Council of Vic, Barcelona, relating to the legality of refusing registration on the padrón to illegal immigrants, the State Bar has sent a report to the Government of Cataluña stating that it is not appropriate to refuse registration on the grounds that the person is not lawfully resident in Spain.

It adds that a valid passport should be considered sufficient for registration, even in the absence of mandatory visas.
